It's been a while since I read the books, but as I recall, there seemed to be a hint that Earth Lord's wife was either having an affair with his partner, or at least his partner wanted that. And, as time went on, it seemed as though Earth Lord and Wind Warrior were becoming...chummy. I wonder if I'm misremembering that or reading too much into it, or was it something DeFalco had planned to explore?

The character Skyhawk was written to not be liked very much, but I kinda felt sorry a little bit for him - of the three, he was a little underpowered. Earth Lord was almost a literal mountain. Stronger even than most of Marvel's Heavy-Hitters, like Thing, Wonder Man, Colossus, Doc Samson, etc. Yet, anything Skyhawk could do, Wind Warrior could also do. He didn't really bring anything special to the group.

A while back, I created a setting involving Earth Force. I had them relocate to Washington state (interestingly enough, it's mentioned in the 50 State Initiative that Skyhawk DID move to Washington state). It occurred to me that 2 of the 3 character's powers were based on the classic elements, so, I decided to redo Skyhawk and gave him the ability to shoot fireballs (changing his name to Firehawk) and giving him a full set of wings, rather than the feathers running along his arms - not sure how he could effectively fight like that. Then, just for funsies, and to complete the elements, the Atlantean, Andromeda, joined Earth Force.

Sebastian is a young man born in 1980 and growing up one of his favorite tv shows was Highlander the series. Sebastian was fascinated by the show especially because the last name of the hero and his were almost identical. As Sebastian got older, he began to take Martial arts. Shortly after he graduated High School, Sebastian joined the military and eventually became an Army ranger. During his service, he was approached by higher ups that were (or so they said) very impressed with his service and training and offered him the chance to become part of a new breed of super soldier. Sebastian jumped at the chance. What he did not know was these experiments were actually being conducted by the secret empire and were designed to not only turn him into a super soldier, but to turn him into an assassin in the tune of the Winter Soldier. For 3 years, Sebastian was subjected to inhuman and cruel experiments, and in the end, he was granted increased strength speed and healing. As a test of the procedures and control, Sebastian was sent on his first mission, to kill Professor Rasputin Mikelson and recover his notes and experiments on Perpetual energy then destroy the lab and all evidence. Sebastian was dispatched and in the course of his mission was about to strike and something stopped him. Some vestigial left-over memory prevented him from killing the professor and instead managed to avert the killing blow and instead struck the perpetual energy device he was to acquire. The explosion somehow directed all of the energy into Sebastian and permeated every single cell of his body. After regaining consciousness, Sebastian saw that Professor Mikelson was still alive and actually was helping him. Explaining to him what happened, they vowed to work together and to bring down, A.I.M, T.H.E.M, Hydra and The Secret Empire. Thus, Sebastian began a new training regimen designed to hone his now even more enhanced abilities and his new ones such as his psionic weaponry and his slowed aging. Sebastian trained harder than ever to become a master of his psionic swords and patterned himself after his hero Duncan Macleod of the clan Macleod. Finally, they were ready to start taking down their enemies.]]>

Based on my recollection, each time one tries to succeed at a new Stunt the following happens:
  1. Judge decides if Stunt is allowed
  2. First attempt = Red result
  3. Second and third attempt = Yellow result
  4. Fourth + attempt = Green result

Each attempt costs 100 karma, succeed or fail.

On the eleventh successful Stunt attempt, the trick is permanently learned. Thus a Power Stunt costs a minimum of 1100 karma, with no upper cap on the maximum amount one has to spend due to failures. Might be 1200, might be 3000... or more.

As a player, this uncertainty always bugged me.

The suggested alternate rule is to only pay when the goal is met, thus fixing the cost of learning a Power Stunt at 1100 karma total.

In line with the existing rules, that could be after each success pay the 100 karma, or for those who prefer a "learn more from failure than success" style, pay after each failure. Either way, after the eleventh occurrence of meeting the goal and only paying 1100 karma, the Stunt is mastered.

This uses my custom color table which has added a few more ranks. I'll post them and eventually at some point, I will post my house rules. The table may be needed to do conversion between the ranks of some minions and items and the base game. It should be simple enough though, i still use base game stats in my games.

These lists and the setting pairs very well with this amazing generator I found on the internet one evening by Ben Ball.

In the fantasy RPG there is a target number for each spell rather than a level or similar. For example you might need to roll 27 or more on 3d6 with various bonuses.

It struck me that this quite possible using FASERIP systems as well.

A spell that has a set "difficulty" no matter who attempts it, meaning that if you have more gifted characters with applicable bonuses the spell is easier and if the character attempting it is neophyte then for them it is probably impossible without massive bonuses and long preparation.

Spending Karma would then be essential to cast some spells with an "impossible" target number.

If it resolved to a roll on Psyche, then if a target number is required even a normal "fail" might be enough to cast an easy spell for a magic using character.

In other words instead of "a Yellow or better result indicates that this spell has succeeded" it would be "if you roll more than 27 the spell succeeds. If the Psyche roll is Red, it is possible that the spell creates a local overpowered effect of extreme danger" and so on. In other words one could add an overpowering rule that meant overpowering a required roll makes the spell erratic or too powerful. Just a thought.

Likewise instead of a trap or technique requiring a "Red result on Agility" it becomes a roll of 44 or more to deactive a trap, pick a lock or execute the Flying Monkey Reprimanding Footstep Technique.

If a target roll is high, say 80, then characters with the appropriate Talent or a high score in the applicable statistic would be making the roll even if it was in normal terms eg a Yellow or Red result, but it would mean a low Psyche / Agility / whatever character has at least a chance to roll it as well.

I'm running a game with a fair few Feeble or Poor statistic characters and this might add a random chance of success that they really need. Plus for magic I think it makes more sense for some spells to have an objective difficult rather than a relative difficulty, even though the normal system does have something like this already with the color results.]]>

Using the "With great power..." point system and 500CPs I present to you a superhero that few have heard of. Someone who has consistently gotten the short end of the stick his whole life but is determined to do something with it.

He prefers to use practical dress, and as such tends to use military fatigues and boots instead of a superhero costume, although he did use more professonal wear during the Secret Invasion.

Talents:
Student: Despite appearing to be in his early twenties Gabriel has been alive for only twelve years. He was banished to Earth after having barely completed the basic training. While he has a broad, yet shallow knowledge base Gabriel had recieved only the first stage of combat training and no advanced capacitation. Dr.Pym/Criti Noll had enrolled Gabriel at the university, and the real Pym has already renewed funding. Gabriel completed a degreee in Electrical Engineering and mathematics in three years, and is currently conducting graduate research in Physics when not called upon for superhero work. The resource score represents the stipend he recieves from the research grant.

Contacts:
Although Gabriel has worked with some of the biggest names in the superhero community, he cannot really call any of them a contact, much less friend. He is still wary of Director Nick Fury; He continues to resent Fury's use of him in the Skrull Invasion as a "pinch" to shut down technological devices and little else, keeping Gabriel largely on the sidelines. Worse, the Director of SHIELD has kept him completely out of the loop on everything that has happened since then. For his part, Fury continues to distrust Gabriel, seeing him as... well, an alien. The Director still has difficulty believing that an extraterrestrial could be on Earth for no apparent reason. As for the rest of the Avengers involved, they respect his abilities but consider him to be… wierd, explaining why he was never called up for duty (think of the proverbial high school gym class, the kid who is always the last to be chosen for team sports). The feelings are mutual.

It is a similar situation with Dr. Hank Pym. Since the end of the Secret Invasion and the return of the real Pym, Gabriel has had little contact with him. Pym signed off on the renewal for his research grant, but has otherwise had no contact with the former lab assistant. Gabriel does not yet know what to make of this, but it has left him feeling somewhat abandoned.

As far as his creator, the High Evolutionary, Gabriel has had absolutely no contact with him and hopes he never does.

Powers:
Composite Alien Physiology:
Gabriel is the result of a genetically engineered fusion of the DNA of three species: Human, Kree, and Asgardian.This is further modifed by the addition of Peptide Nucleic Acids (PNA) to his genetic code, turning his DNA into a triple helix sequence. The extra genetic data produces some radical alterations to his already alien physiology. The first and most notable is an Iridium-based blood and a high amount of tin, selenium, and copper in his bones and soft tissue. This makes him highly conductive and capable of storing significant amounts of electricity, similar to many battery technologies. At the same time however, it signifies that his blood is yellow in color, especially when oxigenated (his teammates during the Secret Invasion commented that he had "mustard for blood in his veins"), which also gives him a bit of a swarthy complexion. Like the Kree and Asgardians, Gabriel's bones and soft tissues are significantly denser than those of normal humans, accounting for him superhuman strength and endurance and higher than expected body weight. His brain and central nervous system (CNS) have also been modified. Trace amounts of certain metals allow his brain and CNS to operate at a higher "frequency" than normal, making him the cognitive equivalent of a Formula One race car.

Energy Absorption-Electricity AM(60): The prime power that Gabriel is known for, several aspects of his altered physiology (see above) allow him to absorb electrical energy from any source, storing it in his body. This energy can be channeled into an accelerated cellular mitosis, healing his body quickly. He can even store the energy as a reserve against future physical trauma (game note: Gabriel can convert electricity directly into health points for self-healing up to AM(60) points,and even serve as a buffer against future damage). In addition, he can use the absorbed energy to act as a substitute for food, water,and air, although this requires a steady source of electricity to convert. Additionally, he can channel the absorbed energy to raise an ability or power by up to the amount absorbed (up to a maximum AM(60)) for 1-10 game turns.
An interesting tactic, used during the Secret Invasion, is to use this power to disable technological devices by draining their power supply. Against devices relying on batteries this is a highly effective tactic, but devices with some sort of generator (Stark's Iron Armor for example) will be down for only a few turns at most. Devices plugged into an external supply (plugged into a wall socket, for example) perhaps even less, although Gabriel would still benefit from the absorbed energy anyway.

Spinner AM(50): His most unusual power, and the one that earned him his current callsign of Helo, Gabriel can use his absorbed energy to generate an electrostatic repulsion field from his body, similar to several other superheroes with similar powers. Unlike those others however, who use the repulsion field for flight, He uses this field to spin around the vertical axis like a human top. Achieving approximately 500rpm Gabriel can leverage this for several uses:
1) He adds the power rank (AM(50)) both to his fighting ability to resist grappling attacks, and his Endurance while using this power (to determine how long he can sustain the spin, and resist effects such as dizzyness, etc.)
2) While spinning he enjoys power rank (AM(50)) resistance to physical attacks
3) He gains the equivalent of 360 degree Circular Vision.
4) While spinning Gabriel can move at a ground speed of 120mph (8 areas per turn) or 300mph (20 areas per turn) flying. Note that any use of this power has the inevitable consequence of generating a sound similar to a helicopter. In fact, many who hear Gabriel but don't see him assume a helicopter is in the area. While not as loud as a real chopper it is enough to make all forms of stealth impossible.

Enhanced Reflexes UN(88): A practical benefit of his turbocharged brain and nervous system, Gabriel has a reaction time measured in nanoseconds. Able to react before others have even processed the data, His reflexes are as fast as Pietro Maximoff, aka Quicksilver, and frequently appears as a blur. In practical terms:
1) +1 to all initiative rolls
2) he may make a power rank feat roll to avoid surprise attacks (blindsiding, for example)
3) he uses the power rank of this ability instead of Fighting and/or Agility to catch thrown objects, dodge and/or evade attacks.

Weakness:
As a result of his radically altered physiology Gabriel cannot eat regular food and drink. His metabolic processes are incompatible with normal sustenence; other than simple water any normal food or drink is mildly toxic and cannot be digested. Likewise, anyone foolish enough to try to eat him- whether a carnivore, bio-vampire, or whatnot, will be poisoned by his flesh and blood for GD(10) damage. This is usually not a problem when electricity is available, but Gabriel keeps a small supply of specially prepared and compatible food in his apartment just in case.

Background:
Although barely more than a decade old, Gabriel has already had a hard life. The product of genetic experimentation by the High Evolutionary on Counter Earth, He is the result of a fusion of DNA from Human, Asgardian, and Kree subjects, and further engineered into something unique. For some unknown reason, Wyndam declared the project a failure shortly after the initial rounds of training. Barely eighteen months after being "decanted" the being named Gabriel was uncerimoniously banished to Earth, and dumped in the western United States without even knowing the the reason why. The High Evolutionary had proclaimed that Gabriel was to herald a new generation of monster slayers, yet never said what those monsters to be slain would be. And thus Gabriel found himself alone and in a strange new land, far from civilization and with nothing but the clothes on his back.
Around four years later, Dr. Hank Pym (in reality, the Skrull impostor Criti Noll) was in the US southwest on a mission from the 50-State Initiative. He and a small group of trainees had been sent to investigate a series of losses among the transmission lines of the interstate energy grid. The companies in charge of the power lines had noticed over the last few years a series of unexplained drops in power. Suspecting theft, they contacted the authorities, which resulted in Dr. Pym and the trainees being sent on a training exercise. Believing it to be a milk run, the team was unprepared for what they found. Near one of the towers they found a bedraggled, unkempt figure in a nearly feral state. Taking advantage of the moment of surprise Dr. Pym was able to communicate with the figure and defuse the situation. From there, Pym and the disheveled stranger spoke for more than eight hours and quickly discovered that this vagabond was far more than he seemed. He related his story, that his name was Gabriel, that he had been banished here (despite not knowing where he was) by the High Evolutionary. He had kept count of the days spent in exile (all 1,463 of them) and lived by feeding off of the electricity from the transmission lines. Further dialog revealed that Gabriel wasn't from Earth and knew nothing of current events. After agreeing to accompany Dr. Pym and team back to the base, Pym spent the next week running tests on the visitor. Upon seeing the results Pym neé Criti Noll couldn't believe his eyes: he had found someone who combined massive potential and a virtual blank slate for a background. He quickly arranged for Gabriel to be set up as his lab assistant, creating a cover story and enrolling him in a nearby university. For the next few years Gabriel lived a relatively normal life working in Pym's laboratory on various projects, oblivious to his patron's secret agenda.
Events would conspire to bring Gabriel's chance of a normal life crashing down. Director Nick Fury had been in the process of vetting candidates for his secret task force against the Skrulls, and discovered that Dr. Pym had been involved in a coverup: his lab assistant, always reserved and efficient, did not exist in official records. The cover story that the false Pym had planted was easily seen to be a lie. Fury went to confront the the assistant, and was as surprised as Gabriel to learn that Dr. Pym/Criti Noll had been conducting entire operations off the record. Director Fury, in a flash of inspiration, decided to use the knowledge to his advantage and quickly worked out an agreement with Gabriel. As the Secret Invasion began Gabriel would serve as a reserve member of Fury's secret warriors as well as a source of intel (As a lab assistant Gabriel had access to Pym's archives and communications). Given the Code name "Agent One" he saw very little combat in the battle for New York City. It was during this time the other team members nicknamed him "Coppertop," a reference both to his electrical power as well as his red hair; relations with his teammates tended to be strained, due in part to his reserved nature and his powerset, which unnerved most of them (although mostly due to his grim, laconic mannerisms).
Events since the Skrull Invasion have largely passed Gabriel by. Retuning to the unversity as a graduate student he has remained on the fringes of superhero society. While technically listed as a reserve member on the Avergers roster he has never been called up for duty. Nor was he invited to train at the Avengers Academy, leaving a degree of resentment in Gabriel. At this point his future is wide open; while he wants to be a hero and do the right thing, he has seen firsthand that being a superhero is much more than putting on a costume and fighting. The intrigue and secrets even after the end of the Skrull Invasion and conflict with the X-Men has left Gabriel wary of joining established teams.

Personality:
Reserved and suspicious best describe Gabriel's demeanor when dealing with other superheroes; past experience has taught him to never take anything for granted and wait for the masks to come off, as it were. For all his talent and potential Gabriel has relatively little life experience, and much of that has been anything but positive. Preferrring the comfort of a laboratory's objectivity or the black and white nature of combat Gabriel is an absolute social misfit. He hides this awkwardness by playing the role of the strong, silent type, which has not won him many friends but succeeds at keeping others at arm's length.

History:

David was always fascinated with air travel and space travel as a kid. He used to spend hours every day just dreaming about flight and space travel and superheroes. As David got older, he was still just as fascinated with space and air travel as always but became more and more determined to solve what he felt was the main problem of flights and that was how to balance everything so that the flights would not have to keep large fuel reserves as emergency backups. After graduating and earning his PHDs, David founded his own company called Aerodyne Tech. His company became quite successful in creating leading edge innovations that helped to revolutionize the air and space flight industries. David was not satisfied though. He became convinced that he was near a breakthrough that would allow him to perfectly equalize the weight of any package or object with its surroundings thereby eliminating frag and reducing fuel inefficiencies. What David did not know was that he was under surveillance by Roxxon corp. One night as David was performing the final test of his experiments, Roxxon agents broke in and sabotaged the experiment and knocked David out and left him tied up in his lab as the experiment ran. Something went wrong thanks to the sabotage and instead of killing David, He gained the power of Body / self-equilibrium and also found that he was faster, stronger, more durable, able to leap farther than he ever thought possible. After taking time to recover David set aside his work for now and decided to seek revenge against Roxxon and to put them out of business. To that effect, David created a simple costume and some advanced yet simple weapons. This Balance was born

Powers:
Enhanced Physiology: Focht developed a formula that essentially turbocharged his metabolism. Mutagenic in nature, it is related to the Super Soldier Serum originally developed by Dr. Erskine and made famous by Steve Rogers. Every system of his body now operates at superhuman levels of efficiency; Hank McCoy (aka Beast of the X-men) has speculated that Focht may be a form of missing link. The formula modifies the subject by activating the latent abilities in the DNA. In the case of Focht he now possesses several traits that are very similar to Asgardians and Eternals, thus Focht's DNA may prove the connection of those two races to humanity.

Body Resistance EX (22): Focht's flesh and bones are three times denser and harder than normal humans, making him far tougher (and heavier) than normal.

Reduced aging EX (20): The basis for Hank McCoy's theory about a common origin among species, the cellular aging process has slowed down almost completely. Focht only ages at a rate 200 times slower than normal. Although he looks to be no older than his early twenties he has already passed the century mark.

Invulnerability: Emotion, Mental Attacks (CL1000): As expected, Focht's formula vastly increased the efficiency of his cognitive processes. However, it also somehow channeled this increase in mental horsepower into very specific paths. His mental processes are now alien to psychics and telepaths, to the point of being unreadable. This is why Focht is rather mistrusted among the X-Men: Emma Frost is deeply suspicious of anyone she cannot read. Charles Xavier has stated publicy at least once that he concurs with Frost on this issue.

Momentum UN (90): Another aspect of the oddity in which the formula enhanced his mental processes, Focht can now generate a psychokinetic force that he channels through his own body. The practical result is that when he desires he can drastically increase his own inertia,becoming nearly unstoppable. Focht can crash through nearly any barrier, even force fields. Although this does not provide any increase in speed- he still moves at normal speeds- in game terms Focht can substitue this power rank instead of strength for penetrating barriers (even force fields), opponents trying to restrain him or restrict/halt his movement, or use in place of endurance for determining charging attacks.

Skywalk TY(5): Focht can also use this generated psychokinetic energy to actually leave the ground, moving as if still on solid ground. He can run through the air at Typical speed (6 areas/ turn), but pay close attention to the limitation below.

Waterwalking TY(5): Focht can also use this generated psychokinetic energy to move across the surface of water at Typical speed ( 3 areas/turn) with the same limitation as skywalking.
Limitation: Both skywalking and waterwalking only work when Focht is in movement. If he stops moving the power is immediately negated and he immediately falls/ splashes into the water. While not necessary to move at full speed the entire time, Focht must move at least one area per turn (in any direction) to keep the power functioning.

Talents:
Chemistry, Biochemistry: Focht has several decades of experience in the fields of chemistry and biochemistry and is considered an authority on mutagenic compounds. In fact, he runs a consultancy which generates more work than he ever had as a superhero.

Martial Arts B,C,E, Wrestling, Acrobatics: Even as a youth He was an amateur boxer and wrestler in school. Since then he has expanded his skills to include other styles of combat. In fact, Focht is one of the few individuals that can face Steve Rogers on a more or less even footing. And they frequently have friendly sparring sessions, with each one coming out on top half of the time.

Language: English. Focht's native language is Bavarian German, but he has been using American English for so long that he has lost his accent. Those who don't know him frequently assume him to be american.

Contacts:
Steve Rodgers (Cptn America) The two have been friends now for decades. Like many, Focht was shaken by Rogers' death but his subsequent return has in some ways brought him closer to the superhero community. While Focht is well known to the Avengers, there is considerable friction between him and Tony Stark (despite the fact that Stark Enterprises frequently hires Focht to consult on various projects) and T'Challa (who just never hit it off with the proud, old-fashioned german). As mentioned elsewhere, He is also well known to the X-Men but not particularly well-regarded.

Background:
A man out of time, Karl Focht came of age in the aftermath of the Weimar Republic. Born into a relatively prosperous family, he recieved a comprehensive education and became a chemist. In the leadup to the Second World War, he was part of the team that worked for Drs. Abraham Erskine and Eric Schmitt in Project Nietzsche. Unfortunately, Dr. Erskine would defect to the US, and Dr. Schmitt would be sent to a concentration camp. Focht, not being a member of the National Socialist party, was uncerimoniously fired from his post as chemist. Returning to his native Bavaria he opened a small drugstore and proceeded to live a quiet life for the next couple of decades. Later he would frequently say that they were the happiest years of his life.

In the early 1960s Focht was approached by agents of the US government with an offer to emigrate to the United States in order to work on the revived super solidier project. Working with Dr. Noah Burstein, Focht developed the formula for enhancement. Using himself as a test subject, the middle-aged Focht was transformed into a model of youthful vigor and power. Unfortunately, the serum was mutagenic in nature, with results varying considerably depending on the subject. As a result, research continued since the US government considered Focht's formula to be too unreliable in outcome. Ultimately, he left the project when Dr. Burstein decided to continue his work at Seagate Prison. Settling in the Tenessee River Vally, Focht split his professional life between his budding superhero career and consulting work in chemistry and biochemistry for the government and large corporations.

Some time later the next turning point in his life when he was contracted by the nascent Avengers as part of the team that freed Steve Rogers from cryogenic suspension. The two struck up an immediate friendship through the common bond of the memory of Dr. Erskine. They have remained friends ever since, and conversation frequently turns to the old times. On more than one occasion Rogers has enlisted Focht's help when operating outside of the traditional Avengers channels, particularly during Rogers' stint as Nomad, and as part of the Secret Avengers during the Civil War. His role in that conflict was limited and consisted mainly of fighting off government attempts to capture and arrest him. The tragedy of Rogers' assassination affected Focht deeply. He was present at the private ceremony that returned his body to the ice, and like many swore to avenge his friend's death.

Since then, Focht has concentrated his efforts mainly on his consultancy and assumes his superhero role less and less. He has never been too worried about this, and is generally content with his situation. The creation of an alternate, fascist Steve Rogers put a worrying strain on their friendship until the real Rogers returned and vindicated himself. Events since then may yet draw Focht back into the role of superhero, as recently ocurred with the invasion of the forces of the Dark Council.

Personality:
Born and raised in another time in a different land, Focht frequently finds himself out of place among younger heroes. He is all about Old World manners and charm. He is unfailingly polite with allies- or at least professionally courteous- and always a gentleman around women. However, when working, whether in the lab or as a superhero he is focused and determined. Never one to shy away from a fight, Focht is direct and tenacious in battle. Even so, in lighter moments he is prone to reminisce about "The good old days" and how he would love nothing more than to return to his village drugstore in the Bavarian countryside. He tends to live modestly, his main hobby outside of superhero work being a love of brewing craft beer in his basement. The low resource score is more a reflection of a modest lifestyle and that nearly all of his resources are tied up in his consultancy work.

Emi was always something of a know-it-all when she was growing up, and noticeably smarter than the average genius. She seemed to always have an answer on the tip of her tongue, but when she started answering questions about things that she shouldn't know about, S.H.I.E.L.D. took an interest in her. Insanely curious as a youth, she was always poking into things with her computer that she shouldn't have, and it not only earned her a criminal record for a time, but high-ups within S.H.I.E.L.D. were afraid that she somehow breached their security and learned about things she shouldn't have. She was pulled out of school and interrogated, and when it was confirmed that she hadn't actually done anything wrong (with regard to violating S.H.I.E.L.D. computer systems), they began to study her. It was determined that she possessed the mysterious X-gene that gives mutants their powers, and immediately telepathy was suspected --that she was somehow probing people's memories, making her still a potential security risk. Reed Richards of the Fantastic Four was asked to consult on her case, with officials concerned about bringing Xavier or other X-Men into contact with such a mutant, which they might demand be relinquished into their custody. Dr. Richards conducted a series of tests to learn the limits of her abilities, and was surprised to find that she was not only capable of pulling known information from seemingly nowhere, but could also provide answers that required complex calculation to determine. Then he did what no one else had thought to do, which is ask Emi herself where she thinks the answers are coming from. Realization quickly appeared in her eyes as she told him that one of her distant ancestors is actually a member of the race of Watchers, and that she has a tenuous link to the collective knowledge of the Watchers themselves. After learning this, Richards asked additional questions and learned that the Watchers were outraged that one of their kind broke their oath of non-interference in such an intimate way, and they exiled him from their society --to where, Emi is not capable of answering. Further, the Watchers are aware that she has access to their knowledge base, but for the time it has been agreed to take no action other than to observe how it is used. Emi is an experiment that the Watchers are now conducting to see if their knowledge can be shared without further violating their oath of non-interference. Emi sometimes works with S.H.I.E.L.D. and various scientists to help them solve mysteries, but upon Dr. Richards' advice, S.H.I.E.L.D. has chosen to keep her in reserve for when needed because the Watchers could theoretically shut off her access to their knowledge if it is abused, denying S.H.I.E.L.D. access to it in the future when it might be really needed. S.H.I.E.L.D. has assigned Emi a handful of covert operatives as shadow handlers, mostly to make sure she doesn't say something to someone about Top Secret things that they shouldn't know. They move in and out of Emi's life on a routine basis, acting as friends and co-workers or even maintaining secondary jobs as cover for keeping an eye on her as she pursues her own interests, mostly scientific research and odd inventions.]]>

But who are they? What are they? What is their goal?

These are questions every law enforcement and intelligence agency has been asking, without getting any real answers beyond the obvious ones. By that I mean, yes, they are terrorists, and one can assume their goal is world domination, but the latter is only a guess based on stereotypes rather than any documented facts.

They do not appear to be tied to any known government, or for that matter any known radical movement. Which is not to preclude the possibility that they may have agents within these, but so far nothing concrete of that nature has been proven.

There have been multiple attempts by various law enforcement and intelligence agencies to send their own undercover agents into the Dawn, but to date such agents have failed to report back; some have been found dead, others have simply disappeared.

One reason that they so far cannot be tied to any government is that they have committed multiple atrocities in various countries; bombings, assasinations, etc., scattered across every continent.

Another reason getting any clear information has so far been impossible is that few if any Dawn agents have been successfully captured by law enforcement, and not for said law enforcement's lack of trying. Some manage to escape, others commit suicide rather than be taken prisoner. The few that have ended up in the hands of the authorities *and* can be made to talk, do not appear to know much more than whatever they needed to to carry out whatever task the Dawn had given them. These rank and file thugs do not even know by name or face the person who gave them their instructions; either they were masked, or they were merely a voice on a speaker phone.

In recent years, the Dawn has taken to using superhumanly powered individuals -- presumably mutants -- in some of their actions. This has only made attempting to stop them that much more difficult.]]>
