Look around at the board. You can see the PCs and go over his creation rules.

So, let me put this out there to see if I understand the game.
The game revolves round a town/compound NCS.
People live and are employed by the NCS.
The world maybe has gone to shit, I'm not sure couldn't find a history of recent historical events.
The group is comprised of necessary skills listed: medical, aircraft pilot, mechanics, laborer, etc...
The only think I could not find was a character creation guidelines.
Anyways, sounds interesting.
Kinda like a Jericho series.

It's all there on the board. Post-apocalyptic world.
