I think characters like Rogue can present special problems that I might avoid as a GM. The one shot KO ability of her power/personality drain is one problem. Even though there have been times where she couldn't fully absorb high powered villains and the cost to her personality it entails, that is just a bit much. There is also the crunch factor of trying to work out what she gets, what she knows and how all that merges mechanically with what she already has.

i think it really depends on the campaign and general game style? as you basically want the characters to be able to fit into the campaign you have planned... so if your planning a more low key espionage sneak around ninja/spy/soldier/SHIELD sorta thing - with primarily human opponents and such - you might not want to allow guys like the Silver Surfer...

meanwhile, you are going though space - saving planets, getting involved in inter-galactic warfare, stopping mad titans or planet eaters.. Daredevil might not be your best choice.

If its just a free-for all - then nah, dont need to ban anyone - as there is always someone out there to counter anyone else... and if there isnt.. well.. your the GM/Judge - so you can just come up with something that levels the playing field.

Depends on the power level of the adventure.

Without a good idea of the power levels a decent mix would be:
Hawkeye
Daredevil
Captain America
Black Widow
Spider-man
Iron Fist
Power Man/Luke Cage
Wolverine (Classic era, not Regeneration Man)
Hulk
Thor
Thing
Colossus
