So, Disruption can be permanent or temporary....is the the permanent version permanent against living things? How do you disrupt a living thing...they don't have a material strength...

Not sure how this works on living things.....help?

My guess is you treat normal flesh-and-blood living beings as if they have Feeble material strength, for the purposes of comparing it with the Disruption power rank. If the target has some form of the Body Armor power or something similar, you use that power's rank instead to determine the target's "material strength".
Also, it says in the Ultimate Powers book that when you first select this power, you can choose whether it's temporary or permanent. If you choose the "permanent" option, then the effect is always permanent every time you use it. If you choose the "temporary" version, the duration of the power depends on how well you roll. If you roll a Red result, the disruption effect becomes permanent anyway.

The power writeup is a bit weird. This is pretty much a disintegration ray, but places living matter in suspended animation to avoid massive karma penalties. Fe or Pr material strength for a human sounds right, but they also have a chance to dodge so that's helpful.

You could make it easy and just have Disruption do power rank damage to whatever it hits, like the other energy powers, but things get interesting if the target "dies". RAW, they're not dead, just in a state of incorporeal suspended animation. Sounds like a mysterious death to me and a perfect opportunity for minions (or dedicated heroes) to collect the pieces and put them back together. Perfect for comic books!
