If so, how long would it take to spread throughout the oceans and then the entire planet to achieve its secondary objective?

It took roughly 20,000 years for Mecha-Godzilla City to reach a size of 50 meters in height and 14 kilometers in total diameter, however, it was shown to absorb a willing human in seconds while a human resisting was able to hold off the change for an extended period of time while being 75% covered by the nano-metal.

During those 20,000 years Mecha-Godzilla's head (the source of it's artificial intelligence) was not operating at peak capacity, the arriving humans corrected that issue so it's possible that the original growth rate was hampered. Also, Mecha-Godzilla spent that time hiding from Godzilla so it may not have been spreading at peak capacity.
