The most functional non-random character creation system I have found is the Character Modeling (Advanced Judge's Screen p.4). Set an upper limit for how high a rank a PC can have in anything, have a session zero to get everyone on the same page for what power level you are aiming at.

Look at me. I took my handle from a black female high-tech heroine, and even I think that change is stupid. I'd be thrilled if they came up with a black grrrl hero who is even half as cool as Coco Gun-Bun, but they shouldn't completely re-write existing characters like they do here.

I don't see how those house-rules are necessary for a "What if"-game either. (Unless your premise is "What if Marvel heroes were ever subjected to realistic levels of lethality, The Last Action Hero-style?")

I am an Original Basic person, so thumbs up for giving it a whirl first. I consider it still to be the cleanest and best iteration of MSH.
As for getting started, you can't go wrong with "Day of the Octopus" with its pre-gens to give players a feel.

I am in Europe, where MSH items only show up irregularly (and often overpriced) and where US deliveries incur extra costs for shipping and customs.
Finding the Deluxe City box with the map still included and without those extra costs was a nice enough find for me on its own
YMMV based on location.

The random encounters in "New York, New York" still set the bar for me, though. Enough flesh to gorge it down raw, but bare-bones enough to tinker with it and to add it to the game without prior prep.

The yellow box is still my favourite version of the game.
The only two issues I have with it are a.) that the selection of superpowers is a bit slim, and b.) handling Resource Points is more tedious and bookkeeping-heavy than the latter Resources FEATs. But those are minor nitpicks that are easily adopted from later editions, and no big dealbreakers.

If you want to preserve the quality, just use Bullzip PDF Printer:
Open, the PDF, go on printing, select Bullzip as printer, go to settings and set the DPI to the amount you want, then pick a graphic format of your choice as export format.
