You are correct, there is a mechanic for it. But that mechanic doesn't negate the Popularity awards and penalties that can accrue from character actions in public. The two go hand in hand, not one dominating and the other being a transitory bonus. If it is transitory, its only in that your continued actions can continue to affect your Popularity score...

The way I read that rule is that you can spend your Karma to advance your Popularity... like hiring a press agent to go out and bang the drum for you, get the media attention, and so on. Just because there is a rule for advancing popularity with Karma does not --as I read the rules-- mean that normal popularity gain or loss is temporary. That's another awesome idea, which in its own way still cuts Popularity down to size. I hadn't really considered using their high popularity against them in ways other than the media taking shots at them and villains gunning for them because they're such big names that they'd be reputation-makers.
Anything to make Popularity work more for the game rather than have it be a cumbersome addition...

My friend and I --who always took turns as judge-- agreed that Dodge and Evade made more sense if their results were swapped. For example, despite his spider-sense, Spider-Man still seems to get hit occasionally in melee combat because someone is just that good a fighter whereas he seems able to dodge sprays of bullets from numerous thugs or even trained soldiers all the time.
