Absorption is what was most likely intended. Though EC9 Energy Vampirism is another possibility. If you're the Judge, or just generating a character for fun, then you can rule that it means either or both. If you're a player, then you just need to persuade your Judge of whichever option you would prefer.

I'd have powers with a necessary minimum cost + , which seems a pretty sensible compromise.
Powers like invulnerability could be ruled to be cheaper (e.g. 100 rank points on a resistance turns it into an invulnerability).
Powers with no rank can presumably be purchased for the base cost of a power.

Seeing PotUS on the list of examples of presence makes me think that the presence score probably needs at least one level below the current level 1 to account for people who are figures of fun, or who - for whatever reason - manage to generate extraordinary levels of disrespect.

The most obvious ones would be S'ym and N'Ashtirh, both of whom are statted in MU5 (the 1989 Update to the Gamer's Guide). Both are powerful demons native to Limbo (the dimension Illyana Rasputin grew up in and ruled for a time). There might be some others of the power level you're thinking of listed in book 3 of the Realms of Magic supplement.

Conviction and sentencing should be judged according to the circumstances of each case. This is just a thought, and there's absolutely no pressure on you to do anything about it when you go back to working on this. But it's just struck me that the obvious thing currently missing from the JMCC is the option to use the Realms of Magic character generation rules/spells list.

I just came across an interesting take on this movie. The technically-not-a-review says that the film is, essentially, a deconstruction of Superman (if you're not familiar with that term, Watchmen is a deconstruction of the superhero genre). Its certainly worth a read.

The first I ever played was Fighting Fantasy - based on the gamebooks. First I ever GMed was either that or Runequest, which became our group's main game (we also played Shadowrun and a bit of MSH). Interestingly enough, we kept the Fighting Fantasy setting for our Runequest games.
