Life Drain
This is a touch attack that allows you to drain life energy from your target. Makes an easy Life Drain (Willpower) attack, with Willpower acting as defense. Subtract your result from your target's Health (or card hand).

Hellfire and Soulfire are essentially the same thing, AFAIK. As for official references, I don't think the classic MSH had anything other than what you might find in writeups for the Ghost Riders, Daimon Hellstrom, Satana...

Only time I've seen Johnny use any manner of heat draining on a person was way back in the 300s of FF, IIRC. He used it in a very limited fashion to help soothe a burn suffered by a maid who'd been attacked by Fasaud, the Arabian electrostatic villain.
Actually draining heat from the human body would be a Stunt akin to Energy Vampirism or Energy Absorption, and very dangerous to the victim, like

I would say that if the Stunts are being set at ranks relative to the base Power (i.e., -1cs to -4cs depending on difficulty of Stunt), then they remain at the same relative position to the base Power if it's later increased. So yes, IMO, a Stunt developed at -3cs from the base Power Rank would increase in line with the Power's increase, so that the Stunt remains at -3cs of the base Power.
