You're partly right. The 4C System was created as a non-copyrighted, freely-available, open-system version of the Marvel RPG FASERIP system.

One of the things that really bugs me about the FASERIP (and the 4C System, since it brought in this legacy untouched) system is how Karma does double duty, being used for enhancing my actions at the table, but also for character development. The 4C System is a free and open emulator of the FASERIP system. It was created to be entirely compatible without infringing copyright, so that a 4C product is perfectly usable with the MSH.
Being that the FASERIP system is no longer officially supported, 4C presents a new option for product support.
