1 GM I know had a campaign idea he thought was great but he's worried its a very bad idea

To be blunt I've been into The Marvel Super Heroes RPG's since somewhere between very late Autumn 1,999 and mid Spring 2,000, I can't remember exactly when, and that's the biggest The Marvel Super Heroes RPG related understatement I've ever heard. and that's the biggest RPG related understatement I've ever heard. What should he do?

His idea was to let his 5 players all play a villain that have decide to turn their lives around and become heroes. I mean seriously? I know the rules allow it but A entire Hero Group made up of villains that have decided to turn their lives around and become heroes

The 5 villains that have decided to turn their lives around and become heroes are Boomerang, Backlash, Fixer, Beetle and Doctor Octopuss
