I agree that retconning karma will lead to trouble. If the character believes they caused a death, then they should lose karma to reflect that (it's called karma for a reason). Similarly, if that character believes they're innocent, then no karma loss (Committing Crimes in the PH.
If it turns out the "victim" is actually alive later, then both player and judge have ample grist for the mill. Y

That's a good speech, and sadly indicative of what would most likely occur. Of course the flip side is do they really want to make an enemy of Batman / Iron Man? Either or both of those geniuses branded an outlaw and driven to desperation would make an outstanding story.

So it sounds like any of the above-mentioned powers will work. What about Masque, of Morlock fame? He could Shapechange Others and probably could have sculpted the "revisions" mentioned. I suppose it just comes down to how you want to describe the mechanics of what the character does.

Either L17 Shapechange Others or L3 Body Transformation - Others, depending on how comprehensive you want the power to be. If you want it permanent, might want to introduce some limitations, e.g. only works on a person once, or requires some exotic treatment to remain in effect. Of course this all assumes your character is transforming others for altruistic purposes and not for villainy.

I'm thinking it's a Popularity Feat for Ulik to stop the rout (since he'll have higher Popularity with his crew), modified by Leadership and its Karma bonus. If Ulik decides to dramatically smite a would-be deserter, I've give him a bonus to keep the others in line. Rock Trolls seem like the type to respect (and fear) strength.

Agreed. I was looking for an analog for Vertigo's Equilibrium Distortion and Neural Manipulation seemed to fit. Completely skipped over Induced Sleep. Make them dizzy or sleepy. Either way, they're not trying to punch your lights out. :-)

ECM takes a couple of forms, jamming and spoofing. For jamming, you're just overwhelming systems to drown out your actual signature in the generated noise. Spoofing involves tricking the detecting party into thinking you're somewhere else or creating multiple false signatures so hopefully they try to shoot down the decoys and not you. The power writeup is a bit weird. This is pretty much a disintegration ray, but places living matter in suspended animation to avoid massive karma penalties. Fe or Pr material strength for a human sounds right, but they also have a chance to dodge so that's helpful.

We've used the distance running rules (Player's Book pg. 23). It requires successively harder Endurance Feats every Endurance Rank turns to keep a power up. If you're keeping multiple powers up, just divide the turns by the number of powers. You can also give them the option of running at less than full power if they need to run for longer, e.g. using Incredible True Flight at Excellent speed

It's probable that Diablo kept making deals with dictators and committing crimes to finance his potions, so while his personal finances are merely GD, he regularly dealt with small countries with greater resources.

Agreed. Long-term actions are mostly a roleplaying mechanic in our games. If you absolutely needed something concrete, the distance running rules previously mentioned look like a good fit.

To echo the esteemed Necromancer, "Holy Cow!". Marvel abandoning Diamond is welcome news, although it seems comic shops will have the option of ordering from Diamond as a wholesaler. Penguin Random is an interesting choice. Maybe our Marvel books will arrive on Tuesdays too!

Agreed. That's a pretty specific power "limitation", but could lead to interesting situations if the absorbed powers lasted until contact with a new power, which might then overwrite the old ones. Also, even with the power of Thor, is her character worthy of Mjolnir?
