Thanks for the help. Myself and the other gm were really conflicted on this. I took the same stance as treating this as a passive power like a resistance. He even believed you couldn't use other mentel powers when this was active.

Claws like what Wolverine and Tigra have are natural parts of the character, as such they don't really count as being armed (and some of the unarmed martial arts include weapons like wearable 'claws' for raking an opponent). Although it likely won't hurt much if you decide to treat his claws as being armed while they're extended.
