The encounter with the Eternals happened in the Eternals miniseries, by Neil Gaiman. Stark first asked Sersi why she was dragging her feet in registering (at the time she'd lost her memory and thought she was an ordinary mortal), and later he told a group of the Eternals (who had had their memories restored) that they all had to register, had to pick a side.
