The fact that they named their Ability scores using the letters of MARVEL tells me everything I need to know about this game, and there is nothing redeeming that that insight. Yes, this game is an obvious cash grab. It came in one of the later revisions of his UPB compilation/update works, and strangely that power is uncredited on Page 2 where other new powers and contributions are mentioned. Honestly, it seems like a glorified teleportation power that can get around effects that block teleportation... and I'm not really a fan of multiple versions of same or similar powers due to different mechanics.

My House Rule: If it's in the advancement fund, I don't touch it.
No amount of feeling guilty over someone dying is going to undo the time you've spent working out, training up, or improving your power use. But if you've got a lot of unspent Karma on hand that you haven't committed to that time and training... well, that's where the guilty feels gets ya.

Perceived flaws are the idea that point buy creates balanced characters.
This is incorrect. You can create incredibly unbalanced characters... but if everyone has the same resources, you can unbalance them within the same limits as everyone else using the system.

Going to have to agree with G.A.W. here in that this could very easily be explained by blocking. Spider-Man, using his significantly greater strength, tenses up and braces for the punches. A successful Yellow FEAT gives him effective body armor equal to Strength -2CS, which ends up being Excellent rank and enough to shrug off Punisher's best hits. And on a Red FEAT, Spidey could almost ignore

I think the reason that power stunts cost so much is because the character is effectively developing a new power through use of an existing one. Getting a new power this way is cheaper than buying one new from scratch.

If you want to have it so that a robot designed to defeat a specific foe but make it easier for others, then set up what the base abilities are for the robot, then have it's attacks gain a +1CS damage boost against the specified foe, and the specific foe is at -2CS on all attacks against the robot. In the vein of "why not both?" I'll chime in with a house rule used at my table:
Negative column shifts that would go beyond Shift-0 start shifting down in colors. So if you're at Shift-0 already and there's still an additional -3CS penalty to account for, then even a roll of 100 (normally always a Red FEAT) would still be a White FEAT.
Likewise, as one does not column shift above Shift-Z rank
